EUROPEAN DYNAMICS is looking for a Business Manager in Turkey (ref. KE3/NCTS/07/08) with the following profile:

The Business Manager has the overall responsibility for the quality of the deliverables and performance of services to support project goals. The project is described below.

Qualifications and skills

  • University Degree(s) in the IT field
  • Leadership and team building activities
  • Sound analytical and communication capabilities
  • Good command of English
  • International experience

General professional experience

  • Knowledge of customs systems
  • Proven ability to support IT Projects

Specific professional experience

  • Knowledge of the NCTS system
  • Good understanding and knowledge of interconnectivity between DG TAXUD abd Member States and NCTS requirements
  • Minimum 3 years of experience in the field of transit with focus on NCTS

The provisional commencement date is 15 December 2008 and the period of execution of the contract will be maximum 16 months.

Description of the Project
Turkey, Ankara: Technical assistance for development of NCTS and integration into BİLGE

The overall objective of the project is the proper protection of the future external borders of the EU through a modernized Turkish Customs Administration (TCA) that it is in a position to fulfil the tasks and obligations of an EU Member State customs administration.

The purpose of this contract is as follows:
EU-compatible customs IT systems (ITMS applications) installed and fully operational at the end of the project and in line with EU requirements for interconnectivity and interoperability.

The project will assist the TCA to design, develop, implement and test the New Computerised Transit System (NCTS), integrated into a revised and web-based BİLGE platform and assure the training of the TCA officials with the new system through the provision of technical assistance for:

  • implementation of a Customs Transit System fully compliant with the latest, published and approved official version of NCTS,
  • interconnection to the present TCA application (BİLGE),
  • connection with the communication platform CCN/CSI (Common Communication Network/Common System Interface) and interoperability testing,
  • design and delivery of comprehensive training programmes, documentation and facilities for customs and IT personnel involved in the operation of the new system.
