EUROPEAN DYNAMICS is looking for a IT Manager in Turkey (ref. KE4/NCTS/07/08) with the following profile:

The IT Manager oversees the development process, from the approved design specification, coding, testing, integration and acceptance. He has the overall responsibility for the quality of the deliverables and performance of services to support project goals. The project is presented below.

Qualifications and skills

  • University Degree(s) in the IT field
  • Leadership and team building capabilities
  • Sound analytical and communication skills
  • Fluency in English
  • Ability to use IT methodology standards
  • Knowledge and understanding of the proposed methodology is an asset

General professional experience

  • Proven ability to manage IT projects
  • Minimum 5 years of experience in software development projects
    Specific professional experience
  • Solid working knowledge of business modeling techniques based on UML (especially use case diagrams and use case realizations)
  • Practical experience in the technologies with which the system will be implemented
  • Technical design expertise with CASE tools
  • Experience in mapping of the problem domain (user requirements), system requirements and system architecture
  • Experience in Database and Object-Oriented Analysis and Design Techniques
  • Experience in System Architecture, including Database and System performance tuning, as well as hardware and network workload balancing
  • Experience in message-based systems
  • Experience in web application security
  • Experience in system design process automation tools
  • Knowledge of the technical aspects of the NCTS system will be an asset
  • Good understanding of the NCTS documentation provided by the DG TAXUD will be an asset

The provisional commencement date is 15 December 2008 and the period of execution of the contract will be maximum 16 months.

Description of the Project
Turkey, Ankara: Technical assistance for development of NCTS and integration into BİLGE

The overall objective of the project is the proper protection of the future external borders of the EU through a modernized Turkish Customs Administration (TCA) that it is in a position to fulfil the tasks and obligations of an EU Member State customs administration.

The purpose of this contract is as follows:
EU-compatible customs IT systems (ITMS applications) installed and fully operational at the end of the project and in line with EU requirements for interconnectivity and interoperability.

The project will assist the TCA to design, develop, implement and test the New Computerised Transit System (NCTS), integrated into a revised and web-based BİLGE platform and assure the training of the TCA officials with the new system through the provision of technical assistance for:

  • implementation of a Customs Transit System fully compliant with the latest, published and approved official version of NCTS,
  • interconnection to the present TCA application (BİLGE),
  • connection with the communication platform CCN/CSI (Common Communication Network/Common System Interface) and interoperability testing,
  • design and delivery of comprehensive training programmes, documentation and facilities for customs and IT personnel involved in the operation of the new system.
