EUROPEAN DYNAMICS is looking for a Business Manager in Turkey (ref. KE3/ITMS/07/08) with the following profile:


The Business Manager has the overall responsibility for the quality of the deliverables and performance of services to support project goals:

Qualifications and skills

  • University Degree in the IT field
  • Goal-orientation and Pro-activity
  • Leadership and team building activities
  • Good communication skills, collaborative and cooperative
  • Fluency in English
  • International or EU experience

General professional experience

  • Minimum of 5 years experience in major software development projects

Specific professional experience

  • Experience with ITMS documentation published by the DG TAXUD
  • Have knowledge of TARIC database structure and practical knowledge of implementing the TARIC/ITMS systems in the Customs Administration of the EU Member States or EU candidate countries
  • Practical experience in the technologies with which the system will be implemented
  • Technical design expertise with CASE tools


Experience in applied technologies of:

  • Mapping of the problem domain (user requirements), system requirements and system architecture
  • Database and object-oriented Analysis and Design techniques
  • System Architecture, including Database and System performance tuning, as well as hardware and network workload balancing
  • Message-based systems, web application security and system design process automation tools
  • Experience in the field of Customs and Customs tariff related business is an asset

The provisional commencement date is 15 December 2008 and the period of execution of the contract will be maximum 16 months.

Description of the Project
Development of ITMS system in Turkey and integration into BİLGE

The overall objective of the project, of which this contract will be a part, is the proper protection of the future external borders of the EU through a modernized Turkish Customs Administration (TCA) that it is in a position to fulfil the tasks and obligations of an EU Member State customs administration.

The purpose of this contract is as follows:

  • EU-compatible customs IT systems (ITMS applications) installed and fully operational at the end of the project and in line with EU requirements for interconnectivity and interoperability.
  • Develop the following TARIC-compatible modules in close cooperation with TCA experts including their integration into the current BILGE in full compliance with ITMS requirements.

The specific summarized activities under the ITMS development are: develop the following tariff related modules:

  • module 1: Taric,
  • module 2: TQS,
  • module 3: ISPP,
  • module 4: risk analysis,
  • module 5: SMS,
  • module 6: EBTI.

In addition to these modules, access to the full platform of ITMS within the developed system should be enabled.
