EUROPEAN DYNAMICS is looking for a Team Leader in Turkey (ref. KE1/ITMS/07/08) with the following profile:

The Team Leader has the overall responsibility for the quality of the deliverables and performance of services to support project goals:

Qualifications and skills

  • University Degree in the IT field
  • Master or PhD Degree from related field is an asset
  • Ability to use IT methodology standards
  • Risk analysis and management, estimation, planning and decision analysis skills
  • Strong leadership and team building capacities
  • Proven ability to deliver critical projects
  • Demonstrated ability of analytical and communications skills
  • International or EU experience
  • Fluency in English

General professional experience

  • 5 years or more IT project management experience in a complex organization or project, with a proven record of successful project implementation

Specific professional experience

  • Minimum 3 years experience in the Customs IT related business
  • Good understanding and knowledge of the ITMS documentation published by the DG TAXUD
  • Experience in the domain of the application and in software development
  • Extensive experience in the methodologies and technologies concerned with the project

The provisional commencement date is 15 December 2008 and the period of execution of the contract will be maximum 16 months.

Description of the Project
Development of ITMS system in Turkey and integration into BİLGE

The overall objective of the project, of which this contract will be a part, is the proper protection of the future external borders of the EU through a modernized Turkish Customs Administration (TCA) that it is in a position to fulfil the tasks and obligations of an EU Member State customs administration.

The purpose of this contract is as follows:

  • EU-compatible customs IT systems (ITMS applications) installed and fully operational at the end of the project and in line with EU requirements for interconnectivity and interoperability.
  • Develop the following TARIC-compatible modules in close cooperation with TCA experts including their integration into the current BILGE in full compliance with ITMS requirements.

The specific summarized activities under the ITMS development are: develop the following tariff related modules:

  • module 1: Taric,
  • module 2: TQS,
  • module 3: ISPP,
  • module 4: risk analysis,
  • module 5: SMS,
  • module 6: EBTI.

In addition to these modules, access to the full platform of ITMS within the developed system should be enabled.
